Heather serves as the Chief of Homeless Services with Baltimore County’s Department of Housing and Community Development. She brings 15 years of experience providing leadership and direct service to those experiencing homelessness in New York City and across Maryland. While with Breaking Ground in NYC, she managed a 170 bed emergency shelter and safe haven, as well as 415 units of supportive housing for the homeless. She has advanced state homelessness policy across Maryland, lowering barriers to programs and was awarded a Governor's Citation for her leadership of Maryland’s Interagency Council on Homelessness. While with the state Department of Housing and Community Development, she worked with the state housing finance agency to create a homelessness set aside in the state LIHTC program to create more PSH units. She holds a Master’s degree in Urban Policy Analysis and Management with a focus in Community Development Finance and Homelessness from the New School in New York City.
